Tesco Home delivery item number restriction

Trying to understand from Tesco why bottled water,flavoured water has a maximum of any 6 for online shopping.
First conservation" It's to do with the weight for H&S and vehicle weight"
Me, Oh that's strange I can order 12 bottles of Coke/Wine etc.
"Oh sorry it's a national bottled  water shortage"

Go out decide to drop into a store,pick up and get 8 bottles water.

Potentially more profit vs space it takes up in the delivery van/crate. Alcohol and branded cola are going to be making Tesco a much better margin then bottled water
