Are we eligible for Council Tax Reduction/Discount? Students and non-dependent on benefits

I'm wondering if anyone can advise on whether we could apply for the 25% single person discount for Council Tax, and whether to also ask if we are eligible for CTR/Council Tax Benefit?

Our household consists of myself and my three children, 2 of which are adults and my youngest is at school.

Of my adult children, one is a full time student, the other receives ESA and PIP. I have recently become a full-time student myself, and receive a top up of UC for my younger child (who is also disabled).

I *believe* we may be eligible for the single person council tax discount of 25% as only 1 of the three adults in the household are counted for council tax purposes, if anyone could clarify? 

Would we also be eligible for consideration for council tax reduction? The council tax bill is in my name, but as the only adult counted for CT is on disability benefits, would the consideration for a possible reduction take their income into account, or mine (despite being "exempt" as a student)?
