I think the £500 stamp duty fee is wrong or you've mis-understood something. There should be no stamp duty fee, and that seems high to be just the cost of a nil return. Definitely query it with your solicitor. We paid ours something like £2400 all in but we sold and bought at the same time, and the SDLT was itemised separately on our purchase.0

Are you in England? I know Scotland has a lower stamp duty threshold (£140k) but that doesn't fit because at £180k the stamp duty would be £700 (£100 for a first time buyer)
Also, is the fee associated with the sale rather than the purchase? What was the purchase price?

Property sales & purchases don’t happen that quickly And if your home ‘sold’ for £190k, why is the ‘final bill’ based on £180k?
FWIW, husband & I moved house, twice during Covid lockdowns in early 2021 we were then in early/mid 70s. Decluttering is key!
