UKPC Online Appeal Not Working - DCBL Chaser

Hi all

I received a PCN from UKPC - as the registered keeper of a vehicle - dated 28/8/24 regarding an alleged breach of parking conditions on 25/8/24. 

I attempted to submit an appeal, having read the Newbie FAQs, but the website would not accept the appeal citing the appeal exceeded their character limit (it did not).

I have screenshots of this as evidence.

Anyway, I then sent an email dated 19/09/24 to UKPC Complaints to inform them that I have been prevented from submitting an online appeal. 

I received delivery confirmation report for the email and the auto confirmation email from UKPC saying they will reply within 28 days. No reply received yet, but I have in the meantime received a letter from DCBL on their behalf chasing for £170.

My questions are:

1. Should I continue to pursue UKPC for the opportunity to appeal and follow the POPLA appeal route after? Or

2. Should I write to DCBL letting them know UKPC have failed to provide me with an opportunity to appeal due to their faulty website? Or

3. Say/write nothing and deal with any claim brought by DCBL that will hopefully fizzle out with a discontinuance?


My concern is that if it follows through to County Court will a Judge have expected me to have done more than simply send one email complaining about the lack of process?

    No because - as you say - it will fizzle out with a discontinuance and no Judge will hear it.
