Car insurance issue

I wiitnessed my neighbour reversing into my car last month, we are not on speaking terms so i called the police. He denied everything but fortunetley a witness came forward and gave the police a statement. With mediation with the police he agreed to pay cash rather than go through the insurance, i got 2 estimates and put them through his door. I gave him a full week and he never got back to me so i went down the insurance route.
Today i received an email from Enterprise who are dealing with the claim, it says "At present the third party insurers have some queries on liability for the accident" I have also to fill in a statement of truth.
I have never claimed on car insurance could someone shed some light on what they mean ? Is this normal ?

As Enterprise are dealing with the claim on a credit basis/accident management company, they will want to prepare to have to fight to get their money back from the third party insurer and so rather than sitting on their hands they've asked you to complete a written claim for/statement of truth, so they have it to hand if for whatever reason the third party denies liability.
There isn't a single path claims can take but it's certainly a common path that claims take but not the favoured path0 -

Bit difficult to explain, the police incident number is only has the original report on the day it happened. Anything after that ie witness coming forward is in the policemans file. So they have to request a written police report which will have all the details. A right shambles0

Buying a police report is a very slow process, sometimes more reasonable officers will give you the details over the phone (but not always).
Presumably Enterprise are getting on with having the car repaired on a credit agreement rather than it being a total loss and just sitting there awaiting the third party to engage in the claim?0
