Continuous NCP PCNs for Greater Anglia Station Car park - Car and Blue badge are registered

Hi,

I have searched without joy for a similar thread but apologies if I have overlooked a previous/obvious answer.

My Wife has a valid blue badge which she has registered with NCP for our local Greater Anglia station car park. This has been registered with them since 2019. Disabled parking for registered users is free at this station, and when my Wife parks there, it is always correctly within a disabled bay (there are loads of them!) and the badge is always clearly displayed.

In March of this year, she changed her car transferring over the registration number from the previous vehicle. She contacted Greater Anglia parking portal who made the change of vehicle etc. which was immediately visible in her online Greater Anglia account. For completeness she also contacted NCP to confirm that they were aware of the change, and received a reply on 18th April from 'GAappeals'ncp.co.uk' which stated:

"We can confirm that car registration "XXXXXXX'' has a valid blue badge permit for XXXXXXX Station".

However, she is now being sent PCNs (dating back to June 24), some originally with notification that they could be appealed (which we have done and uploaded the evidence where they confirmed the car/badge are registered and copies of the GA Account detail etc. - but these are all now with POPLA as NCP came back offering as "a gesture of good will" reduced fines instead!), but now she is getting new/different PCNs headed as Final Reminders - so we are having to go back and ask for the reissue of the originals to be even able to lodge an appeal. Its ridiculous and she is almost scared to park at the station for fear of receiving more PCNs and having to go through this whole cycle every single time.

We have made formal complaint to NCP but have yet to hear back other than an initial acknowledgement of receiving that communication.

Has anyone else experienced this with NCP who could give any advice other than what we have done above?

    They are not fines.

    Complain to the Greater Anglia and NCP and your MP, separately for each and every PCN. Cite the failure of GA to make reasonable adjustments for a person with protected characteristics as required by the Equality Act 2010, which is a criminal offence. Remind GA that they are the principal and therefore responsible for the actions of their agent, NCP.

    For any complaint that has not been addressed by NCP, complain also to the BPA.

    Wasn't there a thread showing an apology from GA about NCP mucking up innocent drivers' payments?  Read that first and find the apology on their website.

    Sounds like GA need to hear from this victim and you should threaten them with a court claim against GA for allowing their agent to breach the Equality Act 2010 (unjust harassment of a disabled person).

    No, only notifications have been these incorrectly issued PCNs via the post.

    She has fully complied with all of the notices which is to register the badge/car with GA/NCP (which they have confirmed by email in April) and has always parked in a disabled bay and correctly displayed the card in the screen. Registering the card gives her free parking at the station as per the signage.

    Its absolutely ridiculous.

    I searched but couldnt find a thread that referred to GA apologising for PCNs sent where no parking fee was payable (as said its free for disabled drivers at the station car park) but going to send formal complaint as others have advised this evening.

    Send your complaint to NCP as the Keeper without identifying the driver for each PCN. NCP are usually pretty quick to admit defeat in no keeper liability cases.
