Octopus refusing to install smart meter

Are Octopus or energy companies able to refuse to install a smart meter? Switched to octopus to get one of their smart tariffs. They attended twice to change gas meter to a smart one, first guy said wasn’t able to do himself. Next engineer said didn’t have the tools. Contacted octopus who advised they aren’t allowed to change a gas meter that needs a ladder to access! It’s less than 2m high and cannot find anywhere there is a rule about this. Feel we are being fobbed off! Can someone please help?

Last attempt the 'installer' was supposed to discuss with you and advise you how to give them suitable, safe, access to change meter from reading that document.

They may need you to get the gas meter relocated (externally) and your gas safe person to re-plumb to that? (At your considerable cost, no doubt).

Post a picture with a scale rule / stick marked with divisions so people can comment on the access issue based on that rather than a vague description.

Of course, if the meter installers aren't provided with a 'hop up' type platform and trained in safe use of the same then all bets are off.  (Unlikely these jobsworths would use anything supplied by a customer to get up there).
