Soak away shared with neighbouring council house

We live in a semi detached house and the neighbouring house is owned by the council.
I asked them in June to fix the blocked guttering which was coming over the top when it rained.
Finally they did last week and they said that the drainpipe is blocked due to the soak away being blocked.
A drainage guy came this morning Nd said he had cleared the soakaway for now but that it would need work because of roots etc
The drainpipe that feeds the soakaway starts on my neighbour’s roof but it come down on my side and the soakaway is on my side.

Does that mean that the council are not liable for any part of fixing it? It just seems unfair as it serves both our properties.

What do your deeds state about responsibility for the maintenance of the soak away ?I your property ex council ? Can often be a bit of a problem as when built they never envisaged having shared responsibility.Whose roots are damaging it ?1
