Hi, Thank you all for your comments. 
Please be advised:
All of my TVs buffer on Wifi
Samsung TV is only 2 years old
I see strong signal strength reported on TV and on my iPhone and mobile.
I do not subscribe to Netflix

I have found a crazy and expensive work around:
AX3000 Wifi mesh with TV plugged in via their build in ethernet ports

All our TVs current and previous have buffered when using their "smart" features; as per previous posts I think it's somewhat intentional of TV makers. You may be correct (?)

LG TV here and the stupid thing keeps updating, just seems to add more bloatware to it because we only use it on HDMI with a PC
and Plex on the TV itself.

It used to load the Plex home page fairly quickly when we first bought it but now you can almost see it drawing in each icon. The next
TV will not get internet access, I will only allow it to connect to Plex on a Guest Wifi signal with no external internet.

Interestingly on the Vodafone forum others have reported issues with poor Wifi and Vodafone customer service.
