Would be OK for a young person/couple, but getting a pram or buggy in and out could be a bit tricky.1 -

The cabinet seems very innocuous to me so I can't see that it can have any impact on the property value. There is also no space for the cabinet to be enlarged to something more conspicuous.
Back to the health risk question - it may be more sensible a question than you originally thought. No specific health risks, but is there any noise or vibration emanating from the cabinet? At night? Or creating a harmonic that results in vibration within the property? Such matters can affect some more than others. When people are affected by / notice "silent" humming, it can affect sleep and then knock on effects.0 -
As an aside, if this is a BT box and you're just after regular broadband, then you'll get the fastest broadband in the street! Arguably, they might even fibre up your property for not much money.
