Tax free childcare Scotland end date

Have I been told right? The tax free childcare ends 1st Sept after 11th birthday, regardless of where I live in the UK? 

We are in Scotland which uses school age from March-Feb rather than Sept-Aug. So despite being 11years old we are only just entering our final Primary school year. The finish date of 1st Sept also means half the school year is eligible for the benefit and half aren't how is that fair? I can't leave my child home alone at age of 11 for 2+hours. If she was secondary school it would be less, school finish time is later we could maybe manage that.

I had found an article from Scot Gov stating under 12years were eligible, that isn't true if there is a set end date of 1st sept after 11th b-day. This has got me back in to full time work, now I am left with a massive bill until the end of the school year I hadn't accounted for.
