Albert Place, Leicester, I unreasonable parking fine

We went into Albert Place car park with our borrowed van when looking for somewhere to park the van overnight. It didn't seem safe enough so after looking and considering options we left after 11 minutes. We didn't leave the car park at all which will show on their cameras. We have a fine for these 11 minutes from Parking Eye which seems unreasonable. Jas anyone had similar?

It is not a fine.
Millions of people have had the same experience as you.
If the can does not belong to you, how did you get the parking charge notice?
Please read the sticky Announcement for NEWBIES that will explain how this unregulated industry works, and what to do.
Plan A is always a complaint from the keeper to the landowner and the keeper's MP without revealing the driver's identity. If that fails, then appeal using the template in blue text from the NEWBIES.
If that fails, then appeal to PoPLA using all the standard points available to you.
This should include, but not be limited to: -
Not the landowner
No standing to issue charges in their own name
Reading signs/Ts and Cs is not parking as determined in the persuasive appeal case of Jopson v Homeguard
Inadequate signage
Non PoFA compliant NTK (if relevant)
BPA CoP failures (if relevant)
Anything else relevant.
Note that Plan A is always the best way to kill this.

Get photos of the site and signage if possible.
Use Google Streetview images to supplement this.

Plenty of people get similar PCNs from various Parking Companies, including Parking Eye
You can check the consideration and grace periods by downloading the BPA CoP and reading through it, a typical time is 10 minutes maximum, similar to council PCNs
I suggest that you study the newbies sticky thread in announcements at the top of the forum3 -

Just appeal then show POPLA proof that you parked elsewhere (if you can prove that).
But why did you seek out car parks for overnight parking? Always park on street at night, even in big cities; even in LondonPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
