Thanks again @Coupon-mad ! Great point about about the approach road. The marked bays (in which you must park, as per PE's terms) are a considerable distance from the only payment point. I feel like the layout of this site is flawed as it is, before faulty payment machines are thrown in the mix.
The operator's contract with the landowner is a 3 year term which had already expired before the event. It mentions the terms automatically roll thereafter, on a 3 month basis. Would I be right in thinking that, as no evidence was provided of a current/renewed agreement in place, no reasonable assumption can be made that the operator still has any contract with the landowner? Surely POPLA's assessments can't be based on assumptions/supplementary documentation.
The consideration/grace periods on the contract are blanked out - while an educated guess would lead one to believe it was 5 minutes in this case, yet again, they've failed to provide actual proof of what their contract allows.
Some pretty flakey evidence with some key points redacted or out of date. Done my best to contest their evidence, so now it's up to POPLA. Will let you know the outcome once they decide!2 -

POPLA appeal was successful! Thank you so much @Fruitcake and @Coupon-mad for your advice and contributions along the way, your help and support has been invaluable
Despite various valid points made throughout the appeal, no single point won the appeal outright - rather a culmination of evidence and detailed account of the circumstances. Popla's reasoning for allowing the appeal, was based on evidence that no contract was entered into with Parkingeye. The driver had spent time in good faith, attempting to pay and upon realising this was not possible due to issues described throughout the appeal, immediately left the site - having rejected the terms offered by the operator.
The point raised by @Coupon-mad about the absence of payments made by other drivers, during this time period was also mentioned in the assessor's decision.
Thanks for everyone's help throughout the appeal - it's so appreciated! While it's been a tedious, stressful experience, it's extremely encouraging to know that these PPCs can absolutely be beaten, along with the help and wealth of knowledge from everyone on these forums!3
