The processor maybe a little but not the RAM, i'd recommend 16GB minimum even just for browsing, especially if you start opening multiple tabs. For 399 it looks about right

It looks alright.16GB RAM is the bare minimum for Win 11 to work, and a 500GB drive should do for browsing.It is powerful enough to be useful beyond simple web browsing e.g. as a Plex server, or as a media PC connected to the TV.You won't "game" on it though!It is expandable if you run out of RAM or storage space, the service manual available at https://www.acer.com/us-en/support/product-support/Veriton_N4680GT/downloads suggests that it can take a slimline 2.5" drive (HDD if you want cheap storage and don't mind the noise, SSD if you want silence)Money wise, it is about right for new old stock, they sell "refurbed" ones for £200-£250 ( =been running 10 hours a day for 3 years but cleaned and working at the moment)
I want to go back to The Olden Days, when every single thing that I can think of was better.....
(except air quality and Medical Science)

Its a 3 year old processor known for being power hungry, so unless you are running a gaming PC it really isn't the best fit (even then this isn't the best for gaming).
For just general browsing an Intel i3 / AMD Ryzen 3 would do the job, or for a bit more headroom an i5 / Ryzen 5. Having 16Gb RAM and an SSD of at least 256Gb will make a good difference so aim for that, although 16Gb isn't the minimum to make Windows 11 work, it will run happily on 8Gb but will perform better with 16Gb (browsers are ram hoggers).0
