You can ask the Housing Association what their policy is for giving consent for pets.
But I doubt they will give you a 'guarantee' that you can keep your dog - because, for example, they would worry that it might bark day and night and cause annoyance to lots of other people.
However, for example, they might say they grant consents for an unlimited period - as long as your dog doesn't annoy anyone. And you would have to decide whether that's good enough for you.
And you can refuse to exchange contracts unless/until the Housing Association grant acceptable consent for your dog. But by that stage you might have paid maybe £1,000+ in fees, which you'd lose, if you walk away.
