threatening debt recovery unpaid parking charge letter- please help

  • Thank you so much for all your help.  Have used your EXACT words Coupon-Mad and sent to the email nellymoser supplied as well as NPC again.  Previously sent it to collections@dcbltd.com and just got a "we are dealing with lots of enquires" bulk reply so hopefully this will at least create some action and get the letters sent to the correct address.

    Excellent sleuthing Thorndorise.  I spoke to some nearby shopkeepers to ask if anyone else had had problems, and seems this is a common scam.  Also interestingly, they all said they never received any NTK- just straight to £170 demand for DCBL. They must never send them out- but everyone said they’d paid up as the letter is threatening.  Makes me so angry. They must make hundreds of thousands.

    Yes, signage is definitely confusing. You can’t tell that there’s PTD or that they would accept it as signage states drivers "MUST" register with Ringo which is tricky if you have limited signal.

    Not a warden. The parking charge notice they emailed over has a ANPR number and photos of the car (not the driver) entering and leaving.

  • Thank you Thorndorise.  I finally got a response back from NPC regarding updating my address, stating:

    Thank you for your email. 

    We receive all information from the DVLA, DCBL can access your address from different records. 

    If your letter are going to the incorrect address you need to update these with the DVLA.

    So frustrating.  The PCN occurred days before I moved house.  When I moved house, I updated the address with the DVLA. I have repeatedly instructed both NPC and DCBL to do a data rectification and erase the old address and have provided them with my current address (which is the same as is on file with the DVLA since my move).  Yet despite this DCBL continues to write to the previous address.  Thankfully I have paid for mail redirect so it should reach me but obviously would be much better if it was my correct address.  What can I do?  They seem to be refusing to correct the address.

    Your Data Rectification Notice should be emailed to the DPO at each one of them, the parking company DPO and also the Debt collectors DPO as well, you can use cc to send to both

    Thanks for your reply Gr1pr super helpful, I emailed dpo@dcbltd.com with the exact words Coupon Mad stated but no reply.  The only reply I've had was from NPC.  I think maybe I should reply back to the NPC and CC DPO@Nationalparkingcontrol.co.uk

    The same person will reply you must instruct that their data is now out of date and must be changed

    Try a reply to NPC along the lines of:
    Dear Data Protection Officer
    Thank you for your reply dated xxxxxx but I did update my details with DVLA when I moved house. I have also already informed NPC and DCBLtd of my current address for service and for my old addresses to be erased. There appears to be a reluctance for both companies to comply.
    I inform you again my current address for service is xxxxx. 
    Should you fail to acknowledge and confirm you have actioned this I will report you to the ICO.

    Hi, keep a record of when you emailed (create a folder in your email provider or something) to help you track when you emailed them,  and what replies you get. All this is great evidence,  DCB Ltd and NPC both have a process and timelines for answering you,  if they don't adhere then they are breaching those,  and risk further evidence for an ICO complaint. 

    When it comes to data rectification they have a responsibility to do it in good time,  and as requested by yourself.  Those emails are the right ones...keep at em!
