I am considering new UPVC windows my current ones are wood. What’s best to fit these? I can’t get these in non drill options. Would a side fixing work? Or is drilling into UPVC better? I have attached a photo

You can drill into a UPVC window, and like wood if you drill a smaller hole than the screw, and then screw in it should hold. When you look the hinges etc are screwed unto the frame. Some caveats though.
1) Your new windows will be under warranty, although some fixings like this are unlikely to cause any actual issues, they may invalidate the warranty.
2) There will be a limit/weight that the PVC can take before the screws start pulling out ( in case the blinds are very heavy.
3) Larger UPVC window frames are often reinforced ( inside) with metal.

You need to make sure any blind will clear handles. So there is a limit to how close you can fit these things to the frame.Her courage will change the world.

If you are looking to replace your existing blinds with the new one - is drilling up or sideways an option? The instructions in the linked PDF mentions that the brackets can be fixed up, on the side, or even outside.
Do note that if you are DIYing this, be aware that you need a good drill and drill bit in case you hit the lintel.0 -

So I am due to get a quote this week for new windows what are the chances of getting the existing ones back up? As I have to factor this into my budget0

From what is visible in the photo there's nothing wrong with them. They are easy to remove.
As already mentioned:
1.drilling up is a good option
2.you will need to move them out to the edge of the recess so they clear the handles ... but looks like there is room
So, Yes, very likely you can re-use them, go for it with confidence.
If it all goes wrong, consider a roller blind if you need to save money. That could be fitted in the recess, or outside - where it will block more light if preferred for a bedroom.0
