5 year old parking tickets

Hi all , i have received via my old neighbour 7 parking fines from Ebbsfleet railway station
they are addressed to just my 1st name Lee
they are dated July and August 2019,
now i was parking in a part of the car park not monitored by cameras
then some cameras went up with no signs and I stopped using this area
after this some signs went up saying cameras now in use.
I did not receive any sort of ticket , fine up until last week when i opened them they were 3 weeks past the response date , but also 5 years ago
i'm very confused as how to respond

Why is your neighbour getting these? Did you not update your address with DVLA when you moved?
But if you are saying that these related to parking 5 years back and these are the first notices being sent by the parking company then they are way beyond the time limit for issuing them. (14 days? I think).
And if they are just addressed to "Lee" and not "Lee Redfred" then is it possible that these are a scam? Its 6 months plus one month for bylaws PCNs, from the incident date ( making 7 months to get the PCN to the registered keeper. )1

NCP parking issued the PCN's
my old neigbour and still freind was given them by the people who bought my house
I have moved and changed my details with the DVLA 1 year ago
I have no idea why they are addressed to just Lee
should i just ignore them ?

Ignore and file away anything over 7 months old, especially if they are 5 years old. ) just keep them until after 6 years following the incident dates has passed
If there are any recent letters like a Letter of Claim or a court claim pack from the CNBC in Northampton using MCOL, or something similar, come back to this thread for further guidance ( only those latter two require a response. )1 -
