Land covered by Byelaws - RK liability??

Land covered by byelaws - specifically Newcastle Airport.
Overstayed in the filling station [100% within the airport boundary covered by the byelaws].
Am I correct in assuming that no RK Liability can attach as it is not 'relevant land'?
And as such they can only chase the driver?

PCN issued by UK Parking P4trol Office ...they have even rejected an appeal wherein the Rk stated that they should pursue the driver.

Definitely No Keeper liability at airports where bylaws cover it
Ukppo can definitely pursue the driver, if divulged, but won't know who the driver is UNLESS told by the RK, so dobbed in by the RK
They will assume that the keeper and driver are the same person, despite the court case from last year, as seen on contester legal in the blog there
