Do I need a new EPC cert

I am renting out a property which was never rented out before, the current EPC certificate was done 2 years ago and not expired yet, There should not be any change on the energy rating but Do I still need to get a new EPC in this case

No. They last 10 years.No reliance should be placed on the above! Absolutely none, do you hear?1

They last 10 years unless you make any substantial changes to the property such as an extension, a new heating system (not a boiler swap) fit double glazing to replace single etc. A common one is opening up a room into a conservatory by removing patio/french doors and/or sticking a beam in and fully opening it up. This requires building regs and a condition would be to make energy savings elsewhere to make up for the energy lost. Quite a few fall foul of this when selling.

It's definitely not a requirement to update the EPC when windows are replaced or an extension built - arguably it should be to keep the EPC results relevant, but that was the decision made by the Govt at the time. Frankly the 'valid' EPC may bear no resemblance to the actual property after 10 years.

Assuming it has an E rating or better, then no. If not, then yes - you would make improvements and then have a new assessment done. Keep evidence of the cost of any improvements in case it is needed to apply for an exemption.0

New roof (batten&tile) has been installed recently I thought that would make no change? (if not improved)

I’m not aware of such a change requiring a new EPC, but if the existing one is below an E then you would be required to improve it under the Minimum Energy Efficiency Standards. The roof may have gone some way towards that, as it may have more insulation than the one it replaced. The current EPC will give improvements that could be made, with fitting energy efficient bulbs where they are not already in use being the cheapest to do.0
