Answering "no" to all questions on TV licensing website but it still says I have to by a license?

I received another letter from TV Licensing inviting me to visit https://www.tvlicensing.co.uk/check-if-you-need-one/topics/telling-us-you-dont-need-a-tv-licence and fill out the form. I answer "no" everywhere, yet upon hitting "submit" that page displays a message at the bottom that says "based on your answers you need to be covered by a TV Licence."
Uh... Wth? Anyone can explain what's going on please?

If you can't confirm that you don't watch BBC iPlayer - this means you might watch it sometimes - hence you need a TV licence

Form won't let me press the "submit" button, regardless of what my answers are... Oh well, just means they'll have to continue addressing their letters firelighters to the legal occupier.

Also the asterix on the bottom that watching S4C on demand doesn’t require a licence. It’s on iPlayer, so you could legitimately use it with no licence and thus answer no to the penultimate question, only to be told to buy a licence. S4C on demand should be mentioned as an exclusion in that question, with the only asterix being that ITVX, All 4, My5 and U on demand don’t require a licence.

It's probably worth noting the biggest caveat of all - this questionnaire is an optional part of an overall optional "No Licence Needed" process. They are basically whims of the BBC and have no bearing on the ability to cancel a Licence and receive a refund if one is due.3

The TV license survey is trash. The first 4 questions are phrased along the lines of:
"Do you or does anyone in your household ever watch ..."
Then the final 2 questions are phrased like:
"Can you confirm that you and your household never watch ..."
So if you don't need a TV license then you have to answer No for the first 4 and Yes for the last 2. They effectively switched the question from a positive phrasing to a negative one.
Either this is intentional to make it more difficult to fill in the form or it's just really really bad user experience design and the person who created that layout needs to be fired!0
