Did you have problems with the payment app rejecting your payment card? Others have had that problem.
If so, then maybe this is your get out of jail free card. I found it yesterday by chance. It only appears for about 1 second after you do a car park locations search before disappearing. Pretty obvious they are trying very hard to make sure very few people see it or know about it. The nature of the technical problem which involves personal data may mean they should be reporting it as a data breach to ICO and all registered app users.
Also, yesterday the payment app couldn't list any car park locations including Castle Hill, so anyone trying to use it will most probably receive an improperly issued PCN. (I have screenshots if anyone needs)
Evidences that the payment app is unfit for purpose and you were prevented from paying. Not your fault so parking charge notice issued improperly. Excel must be aware of this payment app problem. They should be cancelling a very large number of improperly issued parking charges.

That message now flashes for a nano-second. Looks like they have deliberately done that to stop people getting a screenshot. That would suggest that Excel are well aware that they will not win a case when that screenshot is presented as defence evidence
Also, the app does not work at all anymore as reported by many people in online reviews for the app.2 -
