    You'll meet the National Insurance conditions if you have either:

    • full years of contributions from employment or self-employment for both tax years

    • 1 full year of contributions from employment or self-employment and the other full year from National Insurance credits

     
    Which would make the CAB site incorrect

    This is how Entitled To explains it:
    • First contribution condition - in one of the last two complete tax years, you must have paid Class 1 or 2 contributions on relevant earnings at the lower earnings limit for at least 26 weeks. This means you must have worked for at least 26 weeks of the last two complete tax years; and
    • Second contribution condition - in both of the last two complete tax years, you must have paid or been credited with, Class 1 or 2 contributions on earnings of at least 50 times the lower earnings limit.

    So it's not necessarily about full years but about the value of the contributions for the second condition.

    When Parliament legislated these fairly complex rules they seem to have forgotten that Civil Servants have to try implement the rules using antiquated computer systems.  

    So glad to hear the original decision was challenged and entitlement confirmed.
    The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.
