Yes, this is a mobility scooter towing a Smart car.
The ultimate money saving transport solution.
And there was no driver in the car !!!

If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.

Ignoring whether this is safe or not, I'd certainly not want to be on that mobility scooter if there was no driver to activate the brakes.

To be fair, if it's a flat enough road most people can push a car on their own, so a mobility scooter should be capable of doing it. Stopping it, less so

The You Tube video clearly shows the Smart car driver in the RH seat.
Personally quite surprised that scooter managed to get the car moving without the over-current cutout actuating. It's also a very weird scooter / batterie arrangement... covering the floor tray completely, if one watches as it goes past the camera.
I suspect a 'fake' / setup / stunt.2
