Received this text today, obviously a poor attempt at a scam the details are so vague and the way of contact is a give away:
But some might get fooled by the link, I just put in a silly VRN:

I also got one of these today. Seem to be doing the rounds. Having a !!!!!! link and then the vagueness of "a local council" rang alarm bells.
