Thanks for all the comments, I'm not quite clear in all this if I should be standing my ground further or just paying up?
You said you didn't want the hassle of court. Since your representations to the DVLA have not been successful, court is where you will end up if you don't pay as they request.
It's as simple as that.1 -

If it does go to court, you have proof of posting *something* to DVLA. But not of what. And you have no proof that whatever it was was received.
