    You said you didn't want the hassle of court. Since your representations to the DVLA have not been successful, court is where you will end up if you don't pay as they request.

    It's as simple as that.

    2. Go to court.

    If it does go to court, you have proof of posting *something* to DVLA. But not of what. And you have no proof that whatever it was was received.

    Take your pick.

    Agree apart from the proof of delivery - if it were that simple then people wouldn’t pay speeding fines etc.
    Delivery is assumed IF proof of postage can be shown for the appropriate document

    How many people genuinely don't post things like that off, then - when penalised - say "But I posted it... Didn't you receive it?"

    Just do it online. Takes seconds. Confirmation of success is instant.

    Err.. how many of those people provide a post office tracked receipt which reads DVLA and their post code on it?
