Is building control approval public

I'm buying a house that has a single storey extension, described as a sun room in the listing (listing link in post history). I *think* it falls under permitted development, but as it's not a conservatory (mostly glazed) my understanding is it would need building control approval.
Looking on the Leeds City Council planning portal I can't see any documents or applications related to this property. There is however a NICEIC certification for the electrics done on the sun room.
Would I expect to see anything there, or are building control docs not public when an extension is permitted development?
If it needs to be signed off and it's not, then I'm potentially overpaying for the house. Would rather get an idea now before paying solicitor fees.

if it is like my council then the planning portal relates only to the planning permission side of their planning dept. not the building control side.
I think as building control can be certified by external bodies, the council no longer create the paperwork in all cases so don't log the stages on the portal as they may not have the paperwork in the first place?1 -
When was it built? The online info probably only goes back a limited time (and lack of consents is less of an issue if it’s historic).0
