It's not clear from your description what was happening... were they towing a muck spreader and accidentally left it on? Was it just their tyres throwing up debris that was stuck on them? Did they have a verge flail and were mowing the verge? Was it load falling out a trailer?
Were you coming in the opposite direction or from behind the tractor? Did you see it spraying debris before attempting to pass it? What actions did you take to minimise the risk if you did see it?0
