In effect Quantums have a built-in fan heater that can be used to top up during the day if the stored heat has run out, but it will be at the expensive day rate. Some E7 meters have a Boost button that can liven up all the E7 circuits for an hour or two during the day, which can be useful for those with old NSHs, but it'll still be at day rate.2

The water heat battery might be wired to the restricted and the unrestricted feed. But if I works off restricted and works maybe the quantums are getting the feed.
Assuming the quantums are dual wired, the core heat comes from off peak connection when its live automatically in a standard install - the time window is default 24/7 iirc - and only have to set if single wired. Others like Elnurs iirc it has to be set regardless
The op needs to check he is getting an off peak restricted supply to the devices.
BG may have messed with meter alcs settings as well as tariff settings in the meter - iirc the govt issued specs they are seperate tables - and then only fixed the tariff parameters.
Given the problems reported in past with e7 and issues with ev 5 hr windows on legacy meters - bg are not the best at multirate out there. But don't they insist on their own brand meter for Quantum tariff anyway ?
If the fused spur switches have leds that's easy. If not a non contact pen (or a meter if have one, electrical savvy and safe to do somewhere on the restricted feed at off peak time) - should provide an answer.
Some e7 etc meters allow you to force the restricted on for say 1 hr boost - some even had button - or for testing purposes in the sub menus.
I am not sure about the way the comms hub maybe used to controls the exact charge times though in these new deals.
It may be doing so and bypass the normal adaptive window on fixed timing timing operation in some way - if in fact it does rely on variable time of use mode built into latest models.
The heater manuals say they support - but give scant details on - must read the latest comms hub manual at some point.
