Provisional Licence application help

I need someone to sign for my provisional licence, as I do not have a passport, and it states that a local business person or shopkeeper is a viable profession, and I know some people who work in shops, but I don't know what counts as a shopkeeper, I could always just ask my tutor when I see them next but it would be quicker to ask the people at the shop, help please?

The shop keeper will typically be the owner (maybe the site manager if it's a chain)... what do your friends/neighbours and their partners do? Often somewhere there will be a self employed person who'd be a "local business person" or someone who's a teacher etc so "professionally qualified person". Add to that the owner of any local shop, pub, restaurant, hairdresser etc

Because it’s a bit archaic, I’d expect it to mean someone running their own business rather than someone working there.
If they’ve got a post office counter that might be better than someone working behind till.

If you look at the other professions on the list, it tends to be people where there may be a qualification, or In the parlance years gone by, more respectable/reputable. Pillars of society types.

Pedant alert - it's could have, not could of.

I don't know how long your tutor has known you but, as a teacher, I was often asked to sign for former pupils.

ETA - just checked and, unlike passports, there's no time frame for knowing you for provisional licence so your college tutor would be fine.
