Neighbour's loft dormer appears to be too high

The house next door was recently sold and the new owners decided to add a loft conversion. The builders started the conversion without a Party Wall Agreement - I told the project manager I'd like to appoint a surveyor but he started the works regardless. This has made me slightly suspicious of the works going forward as they're clearly not bothered by sticking to building rules.
The scaffolding has just come down and I can clearly see they have not stuck to the proposals sent to planning control. On the proposed elevation plan submitted to the council, the new loft was meant to be at the same height as my loft (which is to the height of the ridge line, which I believe is the maximum permitted). But now the scaffolding has come down, they are a fair bit higher than my loft and it also appears to be slightly overlapping my property too. See pics below.
Is there anything I can do about this? I've requested a meeting with the project manager but he appears to be a bit evasive at the moment ("I'm not sure what day I'll be available")
There's also no guttering on their dormer - is this usual? Mine has guttering but perhaps this isn't needed? Seems odd that my builders would add something that isn't needed so I'm a bit dubious about this too.

That's an edge trim on the elevation you have shown, there is probably a gutter trim on what would be the right had side of the photo to collect the rain water.
Your photo is definitely different to the plan, you can't say from the photo that they've built above the ridge line though. My guess is they've opted to do it that way to avoid joining the new roof to yours. It would be interesting to see what the detail is between the right hand side of your roof and the left hand side of their where the level change occursSome people don't exaggerate........... This is the end of the building and the side view - so no visible guttering. How much of an issue is this..?

With the issue of the roof being higher than mine - the dormers are adjoined so the roof would've had to join. But at no point did they say the roof would be higher and I didn't think to ask as the plans did not show that. I would also be interested to see the detail between the right hand side of my roof and the left hand side of their where the level change occurs!0

Unless they have sloped the roof so the rain runs off theirs onto yours and using your downcomers/guttering.0
