He should have been taken off your claim when he went to Uni last year, what do UC think he is doing?

He is part of my claim as he was studiying last year and staying in Dorms. this is what UC advised me to do. He is a non dependant though, not a child anymore in my claim
This is correct - he should have still been on the claim as a non-dependant as he's at University and resides in Uni dorms.
When a child goes to University, the guidance for whether to remove them from the claim completely (as they do not live there any more) or whether they should remain on the claim as a non-dep depends upon the type of accommodation in which they are staying at University.
If the accommodation is for term time only and they are required to vacate during the long vacation (summer vacation), then their home address is deemed their permanent residence, and thus they should remain on the claim as a non-dep.
If they are renting a student house for example, and have a tenancy agreement to live there all year round, including the long summer vacation, then that accommodation is deemed to be their permanent address, and they should be removed from the claim completely.
