    Existing debt levels, existing allowances, mortgages, repayment record, income, expense commitments (rent, mortgage, other debts, number of children etc.) Pretty much everything that has a financial impact on your life will be factored in to a greater or lesser extent. 

    That is on top of their own target demographic, so Amex will issue far higher limits than a brand like Capital One, but Capital One will issue cards to far more people than Amex.
