NCP Gatwick & Maple Meet & Greet Parking

Hi,
I've read the sticky and searched the forum, but I couldn’t find a case similar to mine. I would appreciate any advice on the next steps.
On 21st June, the driver dropped off the car at Gatwick Airport North Terminal in the Maple Parking area within the Sofitel Hotel Car Park. Maple Parking then took the car for storage. There were no parking or drop-off fees for the driver to pay.
On 25th July, NCP issued a PCN to the keeper, stating the driver is liable for a parking charge of £100 for breaching the drop-off T&Cs ("No Payment"). The keeper did not respond.
On 23rd August, NCP sent a final reminder to the keeper requesting payment.
My questions are:
1. The second letter does not mention any challenge procedure. Is it still possible to challenge the PCN?
2. The first letter was sent more than a month after 21st June. Is it correct that the PCN is invalid due to the delayed notice?
3. The keeper is unaware of the driver’s identity at Maple Parking or the parking arrangement between Maple and the NCP car park. Should the keeper inform NCP of the situation?
Many thanks for your help.

1) no
2) no , they have 7 months to send it to the keeper
3) the keeper could name Maple as the day to day keeper at the time of the event
Lastly, never use a Meet and Greet service3 -
Such a shame that the keeper wrongly ignored the first PCN, which would 100% have been killed with one email, as per the Gatwick / Heathrow drop off group thread. Ignoring was a big mistake that can't now be rectified by appeal.
See the group thread for what the keeper should have done. The keeper could use some of the recommended wording but you won't get a POPLA code. NCP aren't likely to cancel it.
But you won't be paying a penny.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
