Asking council for explaination for why enforcement has taken so long

    I have not done this. I've only raised it with my local councilor so far but will do this if the councilor fails to get back to me by the end of this week.

    I perhaps should have said in the initial post that when I first expressed to my neighbour that I was not happy with the container having been placed on the land, his response was that he knows people in the planning department and was informally told that it would not be an issue. However I agree that it is probably speculative at best and is better omitted in my complaint.

    You don't know if the council has contacted the neighbour and asked for the container to be removed or any other correspondence. The council doesn't have a duty to keep you informed unless the issue is affecting you or your property and you made a formal complaint.

    That may have been a tactic for deflecting the issue in hope that you would drop it.  At the risk of someone coming and citing an exception to the rule, I would say that planning is based on the rules, not who you know.  Either way, informal consent or approval carries no weight.
