Asking council for explaination for why enforcement has taken so long

I perhaps should have said in the initial post that when I first expressed to my neighbour that I was not happy with the container having been placed on the land, his response was that he knows people in the planning department and was informally told that it would not be an issue. You don't know if the council has contacted the neighbour and asked for the container to be removed or any other correspondence. The council doesn't have a duty to keep you informed unless the issue is affecting you or your property and you made a formal complaint.0
