UPS charged twice for same delivery

On 4 Sep 2023 UPS charged me TWICE for the same delivery from Spain to UK. They also took an import charge, but the item was rejected at the boarder. They have refunded the import charges, and I am prepared to accept the first delivery charge as they attempted a deliver. But one year on and 26 emails later, I have still not been refunded for the double charge. I have been asked for and provided the same information on the delivery details and evidence from my bank account over and again. There have been 9 different people/departments including finance and customer services on the email chain yet still I can't get anyone to take responsibility. Any ideas how to get this resolved would be gratefully received.
