lost item by royal mail, tracking shows pending, claimed from royal mail they have declined.

hi all, im after some advice, i sold a backpack on ebay, it was new in that it hasnt been used and had tags on it. after 7 days of posting it the buyer said he hadnt received it, i checked the tracking (sent royal mail 24hr tracked) and it was showing as ''running behind -This item was delivered to our Customer Service Point at Kennington DO on 31-07-2024 and is ready for collection.''
and the tracking history is still showing this



Buyer has raised a dispute on ebay, and ebay have held the funds now....
royal mail have rejected my claim, they state '' my investigations into your enquiry have included checking all available service information and cannot identify any reason why this problem has occurred.
we cannot trace items unless a specific trackable service is used.
if you wish to claim in the future, we will require additional evidence such as proof of the items cost price and posting certificate. proof of cost price must be a purchase invoice or receipt how much the original item cost to acquire as you're a business seller well only compensate for cost price and not sale price. i note you have not included the required evidence so i cannot compensate you.
i provided the tracking details from ebay and the royal mail website, ive also provided a screenshot of the item selling on ebay, which is is coincidently cheaper than that the item on the shops website. i don't have a receipt, it was bought over 8motnhs ago and sat in my wardrobe unused.
I sold the bag for £140.00
I used the pay and collect option so i dont have a postage receipt, i have the email confirmation.
can you take royal mail to a small claims court or worth sending a mail back with all these details, just feel it like a parking ticket where they will not read what you have put in the hope you just give up.

Isn't this the buyers fault in that he has missed the delivery attempt, not rearranged and failed to collect?
I suppose it went missing after it was ready for redelivery - but over a week is a long time to not do anything.
If you are a private seller RM should pay the sold price. Did you provide a copy of the eBay transaction?1 -

Are you a business seller? Royal Mail seem to think you are, so if you aren’t, then that is one thing to correct.Northern Ireland club member No 382 :j1
