Local 'rag' misquoting Martin Lewis.

Our local newpaper is claiming that Martin Lewis has stated that people born before WILL be eligible for the Winter Fuel Allowance. A paragraph later they say COULD. These are very different, but I wouldn't really expect them to understand that, after all they are only using our language every day of the week. I've posted a section of the report below. The highlighting is my work.
"Martin Lewis' Money Saving Expert has clarified that pensioners born in certain years will still be eligible for the £300 Winter Fuel Payment. The BBC Sounds and ITV personality shared this information on the Money Saving Expert website as winter approaches.
If you were born before September 23, 1958, you could still receive a £200 or £300 payment towards your heating bills this upcoming winter. The new Labour Party government outlined that claimants will receive "£200 if you were born between 23 September 1944 and 22 September 1958. £300 if you were born before 23 September 1944."
Additionally, it was stated that you will also "get a Winter Fuel Payment for Winter 2024 to 2025 if you were born before 23 September 1958,"Has this been a sudden change of heart by the Government (seems unlikely), or the paper simply getting things wrong. I'm assuming the latter.
