Do I need planning permission to move the location of my kitchen? (no extension)

Hi everyone,
I will soon be knocking my kitchen and dining room together, and having my new kitchen in the half that was previously the dining room. I had some other work done recently and the building control officer suggested I would need to apply for some kind of planning, as the kitchen plumbing is moving to a 'different room'.
Is this the case, and if so what sort of planning do I need?
(I could request a definitive answer from the council, but just to get advice costs £120!)

Unless it's a listed building, you can do pretty much whatever you like inside the house, from a planning point-of-view.But bear in mind that planning and building control are completely separate things. Any work in the habitable parts of a house comes under building control.If it sticks, force it.
If it breaks, well it wasn't working right anyway.1 -
The new kitchen location will bring in Part P of Building Regs so make sure you get a certificate from the electrician, they usually self certify.1

They could also be providing structural support for the floor above (even if it is a stud wall). Should any steel supports be needed, Building Control will want to see SE calculations..

MMarv will be have BC oversight for the structural part in any case, so adding these wee bits - new wiring, waste, ventilation - for the kitchen relocation would be very minor, I'd have thought. All done under one minor works cert?0
