PCN issued by Elite Parking Management - POFA compliant wording

Hopefully a quick question.
A friend has received a PCN and to me it doesn't look POFA compliant.
There is reference to schedule 8 (2)(b) of Schedule 4 of POFA inviting the driver to pay.
However, there is no reference anywhere on the PCN to schedule 9 of POFA which would hold the keeper liable.
Is my reading of this correct?
