Depends.

If you think that it's the number of crimes that matter ('how many crimes happen near me'), cities tend to be worse.

If you think it's the rate of crime per capita that matters ('how likely is a crime to happen to me'), rural areas can be worse sometimes.

So which is "safer"?  Lots of crimes but less likely to involve you directly, or not many crimes but when one happens there's a bigger chance you are involved?

And it's different for different crimes - not many tractor thefts or assaults on livestock in the City of London.
