The underlying conditions someone has may help explain those disablements. A diagnosed mental illness including a personality disorder certainly could underpin a successful PIP application but it really does come down to how they are affected by it against the criteria laid down for PIP.
If your acquaintance does have this condition or the features of it.... I would be very cautious around them and their intentions/motivations.... putting it bluntly they're the sort of friend you wouldn't typically want!
