Spalled bricks above damp course

Hi guys. Back in December 2023 I put a post up & pics of bricks that have spalled through & not kn the cement line. 
Today a structural engineer came out with the surveyor from my housing association and he said he was baffled as to how the bricks had moved back as there is no movement on my house.
He then suggested something has hit the bricks with force.
I went onto to tell him this was reported when I moved into the property in 2010 and he said we'll we could render this. But apart from that I'm baffled.  Can anyone advise me.. should I pay for my own structural engineer to come out. 
Can the bricks be rendered 2 above the damp course. 
This is actually in a passage was that is covered and not open to the elements .. can anyone help please.
