    OP said could not get phone signal. Surely they would move into a area with one. Could then do it at that point.

    I agree. I find it hard to believe there was no way of connecting and completing online rather than the hassle of completing the form, finding an envelope, buying a stamp and posting it off. No phone connection the whole time?
