Is it worth changing this bathroom layout?

lol, if money were no object I would be knocking out the boiler cupboard and having a walk in shower. But that money is better spent elsewhere.

Could you build the surface up so that the tiles on the window would be flush with the top of the bath? Or would that join the window at a weird place?

It would overlap the window frame. :-(

Why can't the basin be on the same side as the WC. That frees up a larger floor area- in the future design I mean..

It could go on the same side quite easily if the bath goes under the back windows.

I don't think there's too much issue as long as it doesn't overlap the bit that holds the glass in (with maybe a bit of room to wiggle the bit-getting-out tool. I have seen bathrooms where the windowsill/shelf was lower than the bath, but with the shower right next to it, it's not ideal.
