No PCN, no evidence, Debt Collection Notice only

    Google. Loads of silly deluded newspaper articles by lazy journos duped into thinking this sneaky Code was good news.

  • OK, so I emailed the PPC asking again for a copy of the PCN (still not received), with clear evidence of any transgression. Also quoted the Private Parking Sector Single CoP at them - Clause 8.4.1. which requires the operator to consider appeals in exceptional circumstances, including the PCN being delivered to the wrong address through no fault of the motorist. I asked them to provide evidence that it was posted to the correct address citing Clause 8.1.2 Note 2 of the CoP (operators must retain a record of the date of posting of a notice).
    Not surprised by lack of response from PPC. I have now received a letter from GCTT Certificated Enforcement Agents headed 'Warning before this case is transferred to a solicitor'  - Is this a LBC? This also managed to reach me at my address, but not the PCN
    I haven't complained to the IPC yet - should I try this, even though the thread suggests they never take any notice?
    The initial debt collection notice I received (the first letter to arrive) also doesn't meet the conditions of a Notice to Keeper, if that it what it is intended to be.
    Not sure who I should be making my case to now - doesn't seem any point emailing the PPC again?

    It's not a LBC. Ignore GCTT (who are ZZPS).

    Yes complain to the IPC specifically about that Code breach.  Don't add more, not lots of background about the PCN.  Focus on reporting a Code breach. 

    Show us what drivel the IPC reply with!

  • Thanks, I have complained to the IPC re. breach of Clause 8.4.1., so will see what comes back! 
  • IPC have reviewed my complaint and passed it on to the operator.  

    'We can confirm that the Code of practice states that the parking operator has 28-days to respond to your complaint.
    Should you remain dissatisfied with your response from the operator, you are able to submit a further complaint to the IPC.'
  • Hi, the thread I have been using to help me navigate the private parking fine process seems to have gone missing. I'm still waiting for the outcome of my IPC appeal, and still receiving threatening letters from CGTT Certificated Enforcement Agents. Can anyone direct me to where I can find next steps if my IPC appeal is rejected?

    Hi, I complained again to the IPC as the PPC hadn't responded to my initial complaint after the 28 day limit. IPC have replied this time to say I sent my email to the wrong address at the PPC, and provided me with an alternative email address. As the PPC never informed me of the appeals or complaints process, I used an email address I found on their website (I couldn't find any info on the appeals/complaints process on there either, and the IPC didn't think to give me this information when I first contacted them). I have hopefully now sent my complaint to the right PPC email address.
    Meanwhile, today I received an email from QDR asking me to click on a link and complete security questions to view a letter. I have no intention of doing this (I have read that QDR are ZZPS in another guise). However, should I respond to the email to tell QDR any correspondence will have to be sent to me by post, or simply ignore?
