Council Tax discount at risk?

I'm just coming to terms with knowing I wont be receiving the Winter Fuel Allowance this year.
There now appear to be murmurings that the 25% discount for single Council Tax payers may be in jeopardy.

The more rumours are spread without actual foundation the greater the level of hysteria that social media creates.

A reminder that the focus of this board is firmly on helping people with their entitlement in the here and now, rather than discussing the rights and wrongs of policy, or speculation about what future policy might be.  

It's understandable that some of the speculative media reporting will cause concern, but till we know for sure what's in this autumn's Budget statement there's not a great deal that can be usefully said.
