Flood insurance

Quick insurance question since I don’t think should be allowed but I am not sure. We are going through the process of purchasing our forever family home in the north of Scotland. 

Unfortunately it has previously been flooded in around 2014 which resulted in a now fully settled claim. There has been flood prevention work done and the environmental report says the risk of flooding is low (0.5% chance apparently. However most insurances companies just say a flat no and the one we have managed to get have given us a quote not including flooding but it is £2,000 for the year.

How Can they give a quote with the biggest problem is flooding which they aren’t even covering for? I would assume they either give us a normal price  quote not including flooding or an expensive one with flood included. That is before you even get to the flood prevention
