Council PCN

Hi all
 I am unsure what category i should put this into.

Received a PCN today while sat in car, i cant focus on different things due to being dyslexic so was on phone and eating food in back seat. Unsusal situation as I was sat in car and he must have seen me as my back windows are tinted at the back but front and windscreen is not tinted obviously, so seems it was deliberate, or maybe im just too upset.
when I heard something taht washim placing it on the screen, that is when i saw him and then got out he conviniently said he didnt see me?. I said ive paid for ticket also i was over by time like 10ish mins i beleive while he busy slapping the pcn. Ticket finsihed at 3.52 passed and he put ticket on  4.03 while observing didnt see me in back seat?
Is it even worth appeal as i know councils infamous record or rejections but him knowing and till giving it has baffled me.

    Tend to agree with Grizebeck, annoying as it is you can't really blame anyone else but yourself, whether he saw you or not is immaterial IMHO, he could say if you had seen him he might have let you off who knows.

    You being in the car doesn't mean they can't issue a ticket, if that was your planned defence.

    Have to agree. The ticket charge is for "parked after ticket expiry". The car was parked (you were in the back seat) and the ticket had expired.

    I'd pay the £25 and next time set a timer on my phone to ring 5 minutes before your ticket expires. :)

    Thanks for all the useful/positive advice, really appreciate it. For the first reply there was no need for that tone, ild pay without the specific input aswell. 

     Setting alarm something i ll remmeber in future @vacheron thanks for that tip and also sit in front passenger seat if i dare ever to eat in car lol, there was no planned defence I messaged here explaining the complete situation and ask for advice if it was even worth appealing as council never considers according to their reputation.
