Felt roof adhesive recommendation

A small section of the felt of my extension flat roof has lifted enough to squeeze fingers underneath.
Any recommendations for an waterproof adhesive I can apply to bond it back down?
Thanks

Depending on where it has lifted, something like this?

entirely depends on how big an area is lifting and what is going to keep on lifting it (wind, rain etc). A photo would help understand
taping over it will be a short term bodge as no self adhesive tape has longevity of adhesion to a rough surface such as felt
brushing or squirting felt adhesive under the felt may, or may not, result in a watertight seal and a full bond to stop the felt being lifted again. Comes down to how well you do the job and will the felt resume lying flat or has it now acquired a "curl" that prevents that unless it is weighted down whilst setting.0
